South Harbour is essentially a diverse residential neighborhood supported by a unique commercial activities related to the quay. Dwelling units would be built in blocks—or clusters—incrementally over time to meet a growing market. Denser residential types such as apartments, shophouses and townhouses would be located over commercial uses close to the water. Lower density units such as duplexes and detached dwellings would be built away from the center and at higher elevations.
To the extent possible, home offices, shophouses and in-home occupations would be encouraged to promote a local economy.
