A center for boating, fishing and water related activities is shown to suggest the importance of providing an authentic economic purpose for the development. No authentic settlement can be created that does not have strong job making foundation. In the case of South Harbour, the adjacency to some of the world’s loveliest marine scenery and fishing indicates a water related industry of some sort.
